The methodological and methodical foundation of elaboration of maps from Atlas of development of educational complex of Ukraine are considered. The main tasks and principles of mapping of educational complex of Ukraine under conditions of reformation and market transformation are defined, which allows creating its universal multilevel cartographic model. Educational complex of Ukraine is considered as an object of mapping (its functional-component, territorial, organization-management structures and chronostructure).The main types of maps are analyzed. It is given general characteristic of the basic structural division: Factors of territorial organization of educational complex. General characteristic of development of educational complex.
